The flame on her hand is the Nekomata's chacra that Kishoma has learned to contol the flow to her arm..
The purpose of it is a weopon. It's called "Soul Theif Jutsu".
How Soul Theif Jutsu works is she can shove her flaming hand into the victims chest,revieling their soul on the other side. She pulls it out then it bursts into flame,sending the victim straight to hell.
